Download the Oracle 11 XE 32 bit and install it.
No problem for me ( Win7 64)
Conn / as sysdba
passw system
input new password.

select * from v$version
mvn install:install-file -Dfile=C:\oraclexe\app\oracle\product\11.2.0\server\jdbc\lib\ojdbc6.jar -DgroupId=com.oracle -DartifactId=ojdbc6 -Dversion=11.2.0 -Dpackaging=jar
then add modify your pom:
